1.0 TASKS TO BE UNDERTAKEN

 

The Tasks for the Road Maintenance Strategy for the Oshikoto, Ohangwena, Oshana and Omusati Regions may be defined as:

Balance quantity, quality and economic arguments in order to design a maintenance strategy that is based on economic efficiency principles based on scientific research and analysis – that means economics and quality have to be linked and optimised;

Ensure a minimum level of safety – based on research and on acceptance and rejection criteria (based on visual inspections and calculated according to research results) what road users could reasonably expect, taking into account deterioration mechanisms based on research and analysis;

Ensure the target and optimum

Indicate the minimum standard which is acceptable from equity, accessibility or preservation of capital investment point of view;
Serve as a basis for calculating maintenance needs in terms of quantities of work to be performed;
Serve as a basis for describing the consequences of possible cuts or increases of the annual budget allocation;
Calculate and check optimised rates for the different maintenance sections based on "Roads Authority: Contract No RA/MC-MRP/01-2002: Construction and Maintenance of Roads in Namibia" as far as this possibly fits into the ambit of this appointment;
The execution of the standards and specifications of the "Roads Authority: Contract No RA/MC-MRP/01-2002: Construction and Maintenance of Roads in Namibia" by the RCC has to be analysed and recommendations have to be developed how this goal can be achieved in an optimised, practical and realistic way;
Special maintenance strategies for roads constructed by "Labour-Based-Means" have to be developed; and
Adopt methods to stimulate the creation of small-scale maintenance contractors.
The Road Maintenance Strategy for the Oshikoto, Ohangwena, Oshana and Omusati Regions has to be based upon the General Road Maintenance Strategy (RMS) based on:
Information Management and Control System;
Traffic Surveillance System (TSS);
Geographic Information System (GIS);
Pavement Management System (PMS);
Unpaved Road Management System (URMS);
Bridge Management System (BMS);
Geometric Management System.
