Major Problems on Roads Contractor Company Section (RCC):

In spite of repeated requests from the Ministry of Works, Transport and Communication, the Consulting Engineer and the Chairman of the board of Directors of TransNamib Holdings Ltd., to the RCC to speed up production and to mobilise three complete working teams, no improvement is visible with the result that the Contract is already some ten months behind on the original programme;

The Sub-Contractor "Salz Gossow" has already been appointed to take over 55% of the contract, but it has become evident that the RCC will not be able to complete their 45% of the Contract by the Completion Date (August 2003);

The following facts must be listed as reasons for the RCC's non-performance:

Top Management: With the regular changes of managers responsible for this Contract, no firm "decision-making" and authority is forthcoming - an ongoing complaint from the Site management of the RCC. Requests were left unanswered and promises did not materialise;

bullet

The lack of performance can be attributed to a general lack of co-ordination, stretching from the Top Management down to the ;labour force on Site as well as the condition of plant.

The ballast for the Aus to Lüderitz Railway Line is provided by a separate tender from the RCC-Dolorite Crusher at Keetmanshoop:
